Cryllic initials FR (Fedor Rückert).
The base is marked with 'Kokoshnik facing right' which means the piece is post 1908, and '84' which is 84/96 or 875/1000 parts pure silver. There is a small Greek letter alpha, which indicates that the city of assay is St Petersburg.
